Is the fact that the women use a single spot target as opposed to the three spot target used by the men an admission that the women aren't as good? I don't understand why; in classification tables; women receive an allowance at indoor distances of 20 yards/18 metres. Poundage isn't a factor at those distances so why do women get an allowance?

Anyone can use either the 3-spot or the single spot faces. Many barebow archers choose the single spot so they have one consistent aiming point.
