Sorry for my bad English, but they are telling you that this person has used cheats to get their build and it is false. The Deathinitive edition includes 12 chests with extra skill points, so in your first game you can get 21 from leveling + 5 from quests + 5 from relics + 16 from chests = 47 skill points. When you complete again in the plus game, you share those 47 points + 8 from leveling + 5 from quests + 5 from relics + 16 froms chests = 81 skill point. Just the amount of points used in the video build

how do you put wrath steal on your weapon, like what do you have to do
You can find wrath steal ability in the weapons which are being sold by the merchants. Buy them and feed them to the possessed weapons.
