This is actually the official TikTok for the SpongeBob Krusty Cook-Off game released on mobile and the Switch rather than a general SpongeBob account. That explains why all the animation is presumably done in the game's engine and why there are no clips from the show.
That explains the name of the account then. Peebs was all like "at least I'm not the only one who couldn't get the right account" but if this is specifically related to something it makes sense that the account name would reflect that.
This is what happens when the previous generation tries to connect with the modern youth.

3:00 the "eyebrow squidward" is a character that appeared in some episodes (called Squilliam Fancyson III), who is a extremly rich and successfull (and equally snobby) and kind of a rival to Squidward. In one epiosde (where he lies having a 3 star restaurant just to impress him), he tries to calm down his nervousness by applying the anti stage-fever-technique (imagining the others in underwear), which kinda backfires since "he is hot" and yeah, that image of him in underpants is used for this speicifc clip
And considering that there is a theory that him and Squilium dated once does not help the tiktoks case at all lmaooooooooooooooo

I mean, I don't understand the whole draw of TikTok in general, but this Spongebob account just seems terrible. I wish I could physically remove the knowledge of this account existing from my brain. I'm with Peebs when I thought this would just be a compilation of actual funny clips from the show or something. What we have here is just a crime against humanity.

You know what the animation reminds me of? There used to be this channel called Winky Dink and he had a series called “Cartoon Hookups” where he would do like quick little minute episodes of certain cartoon ships (those of age of course) meeting in a motel room to hookup, and they did a Spongebob episode with him and Sandy and that animation looks exactly like this and I can’t unsee it.

Like you said, there's plenty of funny SpongeBob clips that many people would recognize, and if they had played those clips, this thing would be a whole lot better. I feel like Peebs just decided to use the Krusty Cook Off TikTok instead of the ACTUAL SpongeBob TikTok simply because he knew that Viacom would come for his butt the moment he did.
Krusty Cook Off is a good time for a mobile game, with some pretty neat animation. I just don't think said animation isn't good enough for making short videos like this.
