Seasons 4 Condenser fans not coming on

Seasons 4 Condenser fan motors not coming on and all 4 scroll compressors tripped on high pressure. Found only 9-10 volts going to the Hoffmann control for the condenser fan motors. Voltage going to Hoffmann control was to low, needs to be 24 volts. Had 24 volts going to the top of the fuse and only 9-10 volts coming out.
Installed a 5 amp Lil Popper to take the place of the fuse for now. Had to get the AC up and running.
