1:29 that's an OBI strip, it's a piece of thick paper that has more japanese information about the bands/artists (price in yen, artist name, album title, song titles, released date, etc.) it's also a thing on japanese released/pressed vinyl records and books, i have a ton of CDs from Japan and most of them have OBI strips, it's a fun thing to collect and looks cool on every album (it sometimes match the overall album cover/art which looks so much better. look for nirvana's nevermind japan released CD for reference)

don't throw those away, just put it underneath the booklet where the photocard is hiding
2:10 just translate it using google lens but it's just a handling precautions for the CD/case itself
