This is more important than what it seems for today's geopolitics (in Africa or elsewhere), largely because China follows pretty well the Bismarckian model as "rising start" great power. Of course nobody is trying to establish new actual colonies but the wider geopolitical implications do apply for sure.
Pronunciation note: Angra Pequenha = little cove/bight in Portuguese. Pequenha is pronounced "pekenja" or "pekenya" ("e" as in "pet", "a" as in "pat", the "u" in "qu" is always silent in Portuguese, Spanish and, I believe, also French, but not in Italian).
