People usually use Goo Gone with a good scouring pad and then rust remover in needed. Some people use pre-wrap under Newbaum's to make tape removal less a pain, but pre-wrap can slip and then the tape will slide and leave gaps. You would need extra overlap (over 50%) on the Newbaum's so it grips to itself more and less on the pre-wrap. Powdercoating your hoop will also make residue come off easier.
