IMO you heavily downplayed the heal. It is not an 'after thought', it is one of the strongest heals in the game. It helps dominate the laning stage keeping you and your carry at full health and can save them if they dive at you turning many early fights in your favour, steam rolling into mid game. From then you keep all your team full health which keeps sieges going strong or making a come back much harder for the enemies. Yes, don't grief using it badly but do not underestimate it
Additionally, the splinter can target allies/creeps, so you don't have to miss 1 enemy creep when pushing lanes, but it also means if an ally is chasing an enemy ahead of you, you can splinter off your ally to slow them down, very useful to kill fleeing enemies
