I serviced one of these back in 2015. Exactly same issues, stretched belt, hardened grease, no damping fluid left. And very difficult to get any information on it, found it was sold under several names with minor cosmetic changes SEI ST-300 Made by C.E.C in Japan, a.k.a. CEC bd-2000, Sanyo TP 625, Realistic lab-300, probably others.
Unless the platter has some sort of lacquer finish or something, try a solvent; xylene or acetone to remove the old dried to the platter material. Household alcohol and water to clean a stylus? Does that really need explanation? Also just toss the old dried out cartridge and spend some money on a decent cartridge, hopefully at least an elliptical shape. Also there is no such thing as one oil fits all platter bearings. VPI use lithium grease.

The cart adjustment is 1.5 grams for the Shure 92 M
That looks like Sanyo TP-625 that I restored few months ago.
How come a lot of the turntables you get the lids are in such poor shape? What do people do to these things?
