The game in Kashmir seems much more complicated than we can even think of. Unfortunately, it's a game of death and misery.
It's simple game of power and politics. The whole country election has always been affected by Kashmir. In 2019 BJP was reelected with huge majority only because of Pulwama and subsequent balakot event. Kashmir and Pakistan is the most important part of power and politics in India. Sadly poor indian people pay for it.
“They” are playing this game prior to independence and it’s churning millions of dollars. It keeps the arms and ammunition producers in business. It keeps our armies occupied. Every political party makes money in an attempt to resolve the issue - but it’s a hen who lays golden eggs; if you kill it then the cash flow disappears. It also makes the Indian government spend more on defence which keeps them from spending more on infrastructure and development. Developed and powerful nations, power brokers and powerful and wealthy families are the puppet masters who are reaping benefits from this chaos and slowing down our nation on its tracks to become a superpower. Some powerful people in India and high ranking government officials know this for a fact. And from this situation, either they are making shit loads of money or they are totally helpless and prefer to stay quiet because of a direct threat to their livelihood or life from bigger players in the game.

It could be either.
Indira Gandhi's security guards (Sikhs) were used by some intelligence. It's true that Sikhs were angry /annoyed over the Blue star operation by then PM Indira Gandhi, which did deliberate damage to shrine and killed large number of people who were not given time to leave the premises. But Sikhs wouldn't have planned otherwise to kill any PM. It's common sense how they could do so ? How could Rajiv Gandhi be so dumb to target all Sikhs in India for that planned murder by some intelligent agency or so? Was it possible to do so by ordinary population like minority Sikhs ? Her security people were her choice, she would not have chosen them if she was of any doubt about Sikhs. However, that anguish was used by the interested people to kill PM. Some Sikh bodies settled abroad were supporting the Khalistan movement and Bhindrawale. But they weren't enough to kill any PM. It was impossible to plan her killing by Sikhs, since Sikhs wanted justice, for people killed and disrespect done to shrine. Only secret agency of national/ international level could plan such killing.
But in this case, it may be that this man was used by taking ground of his conduct for being rude/cruel behavior at certain occasions or he may be used by his own wish. He can tell the truth. His distinguished service record doesn't match with this act of misconduct, but some evidences suggest that he was responsible.
I think is the Outside khalistani were greatly supported by many Sikh in India and abroad. Even today there are. If they were not enough then so many plane hijack would have never been possible.
