THE most chocolatey Scotch I've tasted, and it's distinctly Milk Chocolate, is Glengoyne 10 ✌️ And respectfully, and I could've predicted this from the title, Glenmorangie Signet, despite the use of Chocolate Malt, which refers to its color, not flavor, isn't chocolatey at all IMHO. In fact, and again with respect, none of these whiskies, which are all very good, taste like chocolate at all. I appreciate the creativity as it relates to St.Valentine's Day though ✌️
I'd say that Benromach has several offerings which have chocolate notes...the 10, the 15, and the Contrasts: Peat Smoke in Sherry Casks. Yes, I have the Signet.

Glenfarclas 17. Milk chocolate perfection
They know their sherry.
The Fettercairn 16 2020 is also a choco malt - with almost too much chocolate flavors.
Fettercairn can be a little harder to get in the US.

One sleeper is Balcones Rye. They use chocolate malted rye and has alot of chocolate and coffee notes. And is only $40-$50
