Software developer here. -1 and other negative values can sometimes be used internally for special meanings where negative numbers would normally not make sense (in this case, cost). Perhaps this is supposed to indicate the emote is supposed to be free, or that someone forgot to set the price.
Highly doubt microsoft will make that emote free

You're able to equip the emote by selecting it and then repeatedly clicking the emote section button in the left side of the interface. Then the "equip" option should appear (works on any emote)

For worlds and packs, this issue has already been fixed in development and is in final testing. See bug report MCPE-153551. The bug tracker staff expected the fix to work for emotes as well, but it turns out the emotes need more work. Mojang has created an internal ticket for it, so we don't need to create one on the bug tracker.

I think I have an answer for this, you unlock the Hoppin’ emote through Xbox Gamepass Perks, I saw this perk while scrolling through the gamepass perks so I believe this is why it shows up as -1

integer functions must return an integer and when a function which would expect to return a positive integer returns -1 it usually means an error happened. my guess is the pricetag wasnt set or was freed from memory early before being passed onto the function

The hoppin animation is an exclusive animation, it used to be available for purchase but later became Xbox pass exclusive and anything with a negative value means it is obtained in a different way other than achievements and minecoins
This could be because it was given for free with Xbox game pass? I would have no idea but I was on Xbox last night and saw this and I was given it for free when redeeming it.

I'm not quite sure but I think making the price negative one was a way to disable people from buying that emote in case they forgot to take it off the marketplace, and I think they forgot to take it off the marketplace before setting a price, and at this point they would probably have to go in and move some stuff around in order to get rid of it, so they probably just gave it a negative price tag so you can't buy it until they fix it
