NAh he's just a well designed trainer made by asian artists that draw young men to be androgynous. His hair dye, red complexion, and eyes made people assume he was a girl instead of thinking how these are aesthetic designs to show he is a fiery chef. Fashion is a very gender neutral thing with Gamefreak after we saw Grusha, and Team Star leader.
