I mean he is the predecessor of Victor but something happened during his lone stay and he might have made a contract with the entity and become evil. And Ethan will be the successor after Victor. As Julie is the storywalker this cycle, Eloise was her predecessor of her and she might be walking through time to not to get harmed.
It's not what he knows academically about time travel, it's his unexplained understanding of how the town works. Story walking may or may not be time travel, it could be how myth and legend described it so regular people could understand. The point is the writers of the show have chosen to tell us the rules of Julie's ability through Ethan. His understanding of things may become more apparent next season.
I think the man in yellow is not really talking to Jim. Think about it. If Julie wants to save her Dad, she has to stop her mum from digging the hole. Because that is how Tabatha first learned of the children. So, knowledge, her mums knowledge, comes with a cost, her dads death. I find it interesting that the man in yellow stated that it did not have to be this way... as if he is trying to convince Julie she can make a difference. My own thoughts are we are going to see a lot of Julie from the future in season 4.
