I’d guess characters who struggle with zoning or full screen in general.

Basically wind push is a good choice against characters who can punish needle, and it does really well against Erron and Jade (because it ignores glow). The only characters I think you should 100% go needle for are Kabal and Kung Lao cause they can’t punish it and also Spawn but it’s more risky, so in most match ups it’s Wind Push > Needle imo.
