Yes you can but I think you need to install some mods and put it on a flash drive (64 gigs) and to your console’s usb port. ( that’s how I know how to do it
The only way you can do mods in general on console is to jailbreak your console and put windows instead of its regular OS BUT you'll need a computer or laptop to bypass the security on your console and with ps5 or Xbox series it's probably not easy but it's not hard on PS4 but at that point just mod on PC cause it's not worth to hack your console if you mess up it could be irreversible
People act like the mod and mods are created for them and it's not mods are people's creations that they decide to share and we should be grateful to even use them
