What I find super interesting are the similarities between Hedge Magic and the Taumaturgy/Blood Magic practiced by the vampires of Clan Tremere. After their transformation their Avatar was shattered for ever so it seems logical that they adapted to a lesser and way less versatile form of magic which can be practiced by anyone with enough willpower, Awakened or not.
Sorcerers have a bit more flexibility in my opinion when it comes to world of darkness. They can create more impactful magical items but have less direct influence in manipulating the world. That needs to be kept in place. While sorcerers could do some serious damage with hellfire sorceries enchantment, alchemy, and brewing were all overlooked but very good sorceries. Their utility made them very dangerous in confrontations. They have the potential to have an answer for everything and anything given time and preparation.
Yes, they can. So could Werewolves, or even totally normal people. Wraiths might be able to do sorcery, I don't see why they couldn't, but at worse only the Embodied, Puppeted, or Risen could pull off some sorceries. The Baali, in particular, are known for knowing a lot of different kinds of sorcery, usually of the demonic kind.
