Even with standard western baking techniques, if you want to have the best crust possible, you actually want to have a fairly steamy environment inside your oven at the start of the baking process to steam the outer layer which allows for a better crust in the later part of the baking process. Almost all commerical ovens start with a steaming cycle, for lack of a better term. You'll even find home baking recipes that tell you to have a pan with some ice cubes in it, seperate from your actual baked good, to create a more humid environment to bake your breads in.
You can cook dough by boiling (212° F), so steam (212-240° F) should work fine to cook bread. It's just not anywhere near hot enough to brown the crust, which is achieved through the Maillard reaction (284° F or higher).

It's bao dough, which is pretty similar to bread dough (flour, water and yeast).
Dumpling dough doesn't contain yeast.
