Kripya is problem ka solution btaye sir.
Sir general case m + to ground +55 volt voltage ata h aur - to ground -55v. Apne kaha ki jab -ve ground ho raha h to -ve aur ground ka potential same ho gya means 0 volt. Then +ve to ground and positive to negative same Hona chahiye. Means +55v. Please clear this point.
Sir how can we provide a dc fault relay which will work when our positive/negative got earthed. And dc supply cable laid for protection of Buckle prv wti oti osr etc
Correct.thats why this type of video is incomplete. However this was done at charger side with a high resistance between +ve to -ve with center point earth.
Bay means that part.simply a line 1 is connected to your bus.we can say line 1 bay . Where all equipment on that line like CB, Isolator, CT etc are included.same for DC also.

In Battery charger, Float charge may be failed.. check float charger circuit, may be fuse is open or PCB fail.
