Mate. Grab yourself a set of Forstner bits for when your doing drill fill drill work. They fit a standard chuck and will drill a flat bottomed hole meaning you can drill a 1" hole in the top glass and the core but leave the botton layer of glass intact. That way after you fill it with expoy you can redrill the original hole from the bottom and get it where its needed, also if the inside is gel coat your not messing the interior up or having to sand epoxy thats sagged inside the boat. Most of my deck hardware was glassed over on the inside to. Bugs the ....... out of me. I think its been done to stop leaks inside but all it does is trap the warer in the deck core (balsa for me) and makes it rot... id much rather a drip inside so i know theres a problem and i can address it. My method of sealing is after i drill, fill and drill i use a countersink bit on the deck and put a heavy bevel around the hole and use plent of butyl. The stuff lasts decades and is easy enough to clean up and easy to reseal later if needed and is no where near as messy as sikaflex etc
