Wasn't there a blog post that said Rankers increase in physical abilities is due to the Guardian contracts they accumulated during there climb? If so then those contracts probably wouldn't work on the outside since there aren't any Guardian to enforce the contracts there, kind of like the Floor of Death. There probably isn't Shinsu outside the tower so they wouldn't be able to use their Shinsu techniques. That leaves the question of whether spells work outside the tower, are they dependent on the laws of the Tower? Do they require Shinsu as an energy source?
We know spells work outside the tower because there has been mention of spells outside, the resurrection spell that brought Baam back to life. Also there is no shinso outside the tower, outside the tower people breathe air. So spells probably work slightly differently outside than inside. Considering strong people like Urek and Phanta exist outside the tower, there is probably a different power system outside.

I think that the 14 climbed the tower and when they hit the 135th floor they all got immortality. the administrators didn't think that fair to continue to climb the tower and be immortal, so they gave them an ultimatum. Immortality or keep climbing. And it had to be an anonymous decision (so everyone had to agree) a few did not agree, including Bam's mother and father, but because it had to be anonymous, jahad strong-armed them. Jahad then made it difficult for normal people to go beyond the 135th floor by dividing the key as he did. The administrators do not like the idea, because the very nature of the tower is to explore it and test your skills against it. That's why they are trying to actively go against Jahad, and why Jahad actively silences (seals) those who have the power to go beyond the 135th. And if a group does, he loses his immortality and loses his hold on the tower. At least the 135 floors of the tower. Thats my theory.
