North Korea produces urea (used in fertilizer) from coal. It is a incredibly expensive, labour intensive, process that is far cheaper to do using natural gas and oil. Since China has basically used it as a control lever previously, they'd be eager to switch their process to a natural gas/oil process (which is somewhat easy to do).
Even temporarily, Russia exports urea itself ordinarily too.

At some point NK will reach a threshold beyond which it can essentially ensure the basic needs of all its citizens, including food, and the only threat would be a foreign military one. Waiting for North Korea to implode due to isolation is a foolish tactic.

The Juche Thought was a project to give North Korean leadership political autonomy from both Soviet and Chinese interference, and strengthen Kim Il Sung's cult of personality. Self-reliance, although proclaimed, was always bogus, as North Korea was always heavy subsidized and they extracted support from both USSR and China through diplomatic manipulation. At that time, ideological, cultural, and informational isolation from both USSR and China at one side, and capitalist countries on the other, aimed at strengthening Kim Il Sung's position of power, and not just because.
Juche Thought wasn't softened in the 80s, because when it began to be formulated around that time, it deemphasised class struggle, and Kim Il Sung himself ordered some market reforms a few years before Deng Xiaoping became leader of China.
