Refilling the water tank on a fire pumper is usually from one of the 2-1/2" outlets but the steamer connection is for firefighting flows. Always, ALWAYS open all hydrants slowly and fully and just as slow when closing to prevent a water hammer phenomena that can actually cause a water main breakage. Dry barrel hydrants should always be observed draining from near the base to ensure that the hydrant does not retain water that can freeze and break during freezing temperatures. Never think that a hydrant wrench can't be found out in the general public making hydrant vandalism a targeted activity for miscreants. Hydrant flushing is part of an annual inspections process to ensure that encrustation in the water mains is removed, that the flow is adequate and in line with records of previous testing. Some fire departments do the maintenance and testing, while public utilities in many places perform the tasks. The American Waterworks Association and the NFPA have procedures set out to perform hydrant inspections and testing going back to the 19th Century. With older water mains and piping, inadequate maintenance may lead to earlier failure of a water mains just when it might be needed most, during the initial stages of a working fire. Infrastructure is important. Fully 80 percent of the cost of providing water mains to any community can be directly attributed to fire protection needs.

It probably will work, but having all that sediment and junk in there will gunk up and damage the hoses and pumps on the trucks, and that stuff is really expensive, so you want to keep it in good condition as long as possible.
The water at first was so clean because the hydrant hasn't been used in so long. Everything settled to the bottom of the pipe so that water was probably drinkable at first surprisingly.
