Sometimes people who don't have experience in situations like these don't know how to apologize and don't want to say something to either make the situation worse or extremely awkward. They don't understand the weight and importance of the apology and hope that their reaction is an apology enough.

This is one of those few instances despite his manipulations and ego, he’s actually in the right 100%. If Jane is in the picture and him continues to be in the picture, Jesse is going to die sooner rather than later.
Walt had every right to be angry, and more than a little cause to worry about Jesse’s safety. But he was stupid and short sighted to think that he could hold onto anything of Jesse’s without his consent, let alone almost half a million in cash, without facing serious repercussions. Balancing the genuine anger and the genuine concern for Jesse must have been a tricky job, but I think Walt did a poor job of it. He came off petty and condescending.
