Maybe your Windows 10 version is 20H2 or 2004 most of the security features are improved in newer version of Windows 10 and if u try this method on Windows 10 1909 or later this will work properly
I know I'm late but I have a solution usually when this is running really high that means you have a virus and in that case Windows Defender won't detect it if it's some sort of trojan virus so what I'll do is factory reset your computer and get rid of all your files
