That means a case is open, Police conducts their investigation, They drop charges on suspect and hand it over to Court. Effective in this case means its producing the desired results or outcome. It doesn't mean status quo. This is based on the general report where they rank Police performance for the entire year. I'll use the 2017 results which so far are the Best Results they have ever had. Homicide 61.6% only factoring cases that were open not including missing persons. Rape 34.5% (The most underreported crime), Robbery 29.7%, Agg Assault 53% which happens btn people who know each other hence easy to solve, Property crimes with a Victim (Burglary 13.5%, Larceny Theft 19.2%, Motor vehicle Theft 13.7%,) etc. If this was Grade school or your Job and this was your report card I would Imagine your parents or Boss would be pretty upset with you. Also the report also shows Policy Brutality among Persons of color tend to be more high when relatively compared to white people committing the same crimes. The system as it stands is not effective so I don't know what it is you're defending

      As LeadingPaws points out - the video itself mentions that the police screwed up and didn't follow proper procedure. The lead cop was fired. Further, we shouldn't generalize about the police because of stupid incidents like this. Cops are people, and like people as a whole, some can be bad, to put it simply. The bad ones should be disciplined and/or fired accordingly. But so many cops do not behave in this way. I'm often struck by how courteous the cops are even when being yelled at and insulted and so on.

      there are sections of Portsmouth and Norfolk, Va, that LEOs are required to have 2 (or more) 2-man units respond together. Va Beach has one where Fire & EMS won't respond without police escort. many years ago we lived behind some apartments that caught fire, and Fire dept sat 2 blocks away and waited 10 or so minutes for escort. the whole building burned down. one that went to court when a lady had a heart attack and died while EMS waited outside the project for escort. the city won.

      Well I got something to say: Lt Nazario was so full of himself that he was in the right that he kept endangering himself. All he had to do is comply, obey and file a complaint after the fact. Those cops where on edge from the get go. Not smart to try to verbally win a battle when there's guns drawn. I totally agree that Nazario was in the right but it's not worth all the shit that followed after he started to argue with the cops. That Sarge was a disgrace and I feel bad for the rookie.

    After seeing lots and lots of these, “simple stop becomes chaos” videos, I feel like there is almost a way to identify if the odds are more likely than not that a simple interact with police is going to get blown way out of proportion and be more difficult and sometimes tragic than it has to be. I think I’m noticing a common denominator in them.

      Unfortunately, he was treated the way an officer is trained in that situation. If you drive around without a license plate chances are you will be stopped by police. The soldier refused to stop which escalated the situation as police are trained in situations where someone is refusing to stop after activating lights and sirens it’s usually due to some form of criminal activity and is a highly dangerous situation which is why they drew their weapons.
      The soldier knew he didn’t have a license plate and knew exactly why he was being stopped.

To completely disregard all commands and stay in your vehicle? If you respect cops you would know what police go through.     the sgt who killed Allen was incredibly nice and gave them every chance in the world I'm usually an advocate for the people but I love good cops. hate with a passion corrupt one. but the good ones are just good people with good hearts trying their damnest to make this world a better place. they keep us safe. and if he ever sees this don't let this get to you sir. you did everything you could possibly do. you were beyond kind and you performed in a way that I would hope every cop can take notes from. you weren't forcefull at all. thank you for your service. and may Jesus be with you.
