Bro does international students get railcard in the uk. Are there any particular rules that the student should have some particular hours in college inorder to get this?
You must be studying a course entailing 15hours a week I think. All international students could apply

As far as I know, if you are above 30, you can't get a railcard.
Mature students who are over the age of 30, can only choose the 16-25 Railcard option and apply as a mature student.
