I recall once in Ensenada they had a ice skating ring but it was all plastic flooring and the skating shoes metal part was made of plastic as well. To make it more immersed, they even had cotton coats and huge fans that lowered the temperature to feel cold like ice rings.

Just got back from my first ever trip to the very real snow village of Leavenworth Washington. Man i love snow, if i wanted sand i would go to the beach. Its plenty cold too.
To be honest, they could just make it indoors. Cool the environment and use snow machines to make the snow fall. It's how indoor ski slopes are made. They probably budgeted for that but with the corruption in construction contracts, they probably pocketed 70% of it and built that with the remainder.
Norway here, we still have a few weeks like this, but even here its getting way warmer. 20 years ago there was 2 Meters snow for months. now only snow a few days in the beginning and end of winter
