One thing need to be mentioned is that there are two types of df2. One is for whiff-punishing, and the other is for keepout. The safe ones like Paul, Asuka's are for keepout. They also have better whiff recovery frames, so they can do stuff like whiffing it and then do it again to catch people. The unsafe ones are mainly used for whiff -punishing, having better range, and recover really slowly when whiffing.
It is not only paul df2 specific. Every generic safe on block df2 share same properties like non launch on ducking, crush highs and jabs, mediocre range and damage output and tracking.

Hmm I tested everyone to ss left and right after jab vs Ling, there is definitely still variation between each DF2s tracking and different characters (Jack and bears can't evade with SSR), but every DF2 except Lili and Zafina passed that test (evade with SSR, hit with SSL). Lili and Zafina's are i16 so I tested a bunch of situations - Zafina tracks in most cases, and Lilis is inconsistent but still tracks better to the left. I didn't test other situations with other characters, so it may be the case that Law's/other chars track differently at different frames/pushback ranges. You're 100% correct in that there's more nuance and definitely exceptions, but to wrap it in a simple enough way, I just put it as "every df2 tracks left". :D

Nah paul’s crushes highs that shit is so broken so they can do it like twice or three times in a row if you attempt to jab punish opponent gets smoked. Jack-8 is next best cuz the range on it is ridiculous then id probably say kazuya and then leo and then yoshi but the no recovery is good about it and the safety.

that's cuz they're not standing. they're either crouching or whiffed a move that recovers crouching
