In this day and age this is excellent advice. If you own a property that is not being used right now, you could always do a service disconnect for the electricity and for the water if you have a municipal service. The only people that can turn it back on are the owners of the property. Obviously this is not a recommendation for the winter. There is a landlord tenant act in Pennsylvania that you have to comply with even though the so-called tenants are lying.
