Well, all we know is that even if you remove Shearer's penalty goals, he still has better goal per game ratio (204 goals in 441 games which is 46.25% ) than Andy Cole (187 goals in 414 games which is 45.17%). So Andy Cole doesn't belong in these discussions either way because there are other top strikers with way better goal ratios (like Kane, Aguero, Henry) even when you exclude penalties. Shearer at least has the distinction of having scored the most goals so he kinda has to be mentioned in these discussions.
You have to compare prime to prime. Then compare longevity to longevity. Lastly, compare the teams they got around them. Kane wins it by a distance imo.

Rooney is famous for being a Swiss Army knife, he could play any position on the pitch brilliantly. With the fullbacks bombing on and providing width, that front three would be a nightmare to defend in and around the box.
