The three-best Kira episodes, IMO, that I find flesh her out are "Duet", "The Darkness and The Light", and "Ties of Blood and Water".

Even though Sisko is my favourite Captain, she was my favourite character on DS9. This are probably the best episodes for her too. I love here interactions with Dukat during the reoccupation of DS9 during the war.

I didn’t like her until I first saw Duet. Both actor and character really rocketed in my view after that. To this day, that story is still in my top 5 DS9.
