I mean it ain't as simple as being able to choose, as Theresa's ambitions were far from achievable in a realistic timeframe, plus I think it was foreshadowed that the threat that wiped the first civilization was drawing near.

Well see thing is *no one in-lore actually knows whether or not the Doctor did kill Theresa* And since we as the Doctor suffer from amnesia, we can't confirm if we did it. It's just that both Kal'tsit and W believe that there's no way Theresa could have been killed under the circumstances which she was unless the Doctor played a part. And if the Doctor did kill Theresa then we have to keep in mind that we're talking about the OLD Doctor who (slight spoiler) As revealed in an event that's coming to global in the near future, had already planned ahead for when he loses his memories due to using the sarcophagus which would've years down the line from when he made those plans and all while he wouldn't be able to know about those plans when by the time it comes around so what I'm trying to get at is that pre-amnesia Doctor was like 25 steps ahead at any given time so if he did kill Theresa then it wasn't a sudden thing, he would've been planining it possibly years in advance.
