It's an aftermarket programmable ignition timing and powervalve controller. It replaces the standard SAPC and CDI box on the RGV and lets you play with the timing, air solenoids and powervalve opening curves. The original SAPCs were not programmable, so you can try to mix and match different specs (they varied based on geography, model year, race spec etc) or you can just buy a Zeeltronic unit and program it anyway you want. This is most useful when you mod the bike (with aftermarket exhaust chambers, port timing, airbox, jetting, etc)
