IVE BEEN WAITING FOR THIS! It's weird you know? Why is Sun Elf, a race notoriously good/neutral, doing in an evil empire. I mean the goodly dragons, especially the superbly intelligent magic users, have been known to take a humanoid form and mask themselves as a goodly race for whatever mission they are on. But why is a Sun Elf in the City of Thay? That makes me wonder, and would make any character I'd be playing, very weary.
You can't really go by that anymore. In the past few modules, they've been bringing back some serious exceptions to those racial rules. Moon elves are typically good and helpful, but then there's Valindra Shadowmantle. Frost giants are, as a rule, evil, but Harshnag is a hero to the people of Faerun. Fucking Drizzt. Even in Strahd they were sure to include a whole were- species that didn't follow the usual rules. There really is no reason a sun elf can't just follow Orcus. I love throwing that stuff at my players. They went from accusing a lich of causing a deadly plague to working for his organization to help cure it.
back in 3.5 there were several clans of gold elves that made a bargain with sucubi and produced the fey'ri. The result of four ancient noble houses of Sun Elves breeding with demons in an attempt to strengthen their bloodline,
Also just because your culture educates you in being good doesn't mean you will be good all the times. They are not outsiders, they are intelligent creatures with their personal stories. Who knows what happened to that sun elf? Maybe she has a tragic past like Worthless, maybe she is just a prick because she can get away with it.

I've heard it explained in a few ways some are concerned that they may not be up to date or make a mistimed joke or comment. some say its because the audience demands up to date content and if there is a backlog they feel cheated or annoyed that stuff is "being held back " from them
