I notice in your title you list Paul Keating as the Acting Prime Minister. I think Lionel Bowen is actually the Acting Prime Minister in this video. One may note him seated in the typical chair of the prime minister. Paul Keating is the Treasurer, and the Acting Prime Minster refers certain questions to him regarding taxation and economic affairs. But Keating did not succeed Bowen as Deputy Prime Minister until 1990.
