Wow, that's a lot of water on that roof. Damn. We have a backdoor neighbor that has such a roof (flat, as ours also is) , but he does not check it regularly. We look over his roof and we send him an email now and then to help him remind that his roof is clogging up. It's that we do this, but he is not a very great-full person. Also at our doctors practice, we look down from the waiting room on the roof of the lower dentists office. That flat roof is always (always) flooded to the brim (tot of the side). He must have problems.
Great vid but one concern I know u were doing a good guy service but did you consider the idea that drain could have been cracked, or worse yet, separated below? I would have done the same as you but had the Superintendent sign off on the drain first. I know it sounds ridiculous but I always consider how I am held accountable for my actions.

Fortunately it passed through the surface roof into an open deck below and then back into living area again. The loose connection was on the external deck and sprayed water everywhere. I dodged a bullet that day.
Yes! Clearing the drain might seem like a goodguy thing to do, but that much water can cause thousands of dollars in damage, and it's a leap of faith to assume that it'll all go where it should go.
They could try to blame him but they would have to prove that he was the root cause of the damage. Moving debris away from around a drain is not really a root cause at all. And he videotaped it, so, he has the proof.
I live in a building where the roof drain was plugged with debris and “the water pooled and managed to go up over the flashing” and leaked down the outside of the rainwater leader thru 4 units (mine on the bottom on the main floor) through to the parkade. I found water leaking from the wall containing the rainwater leader and it has damaged my walls, Lino laundry floor and engineered wood floor as well as showing moisture under the ceramic tile. All they told me is “the drainage issue has been rectified “. How does water leak get to the outside of the pipe allowing it to travel down inside the walls? Is flashing not sealed? This is Vancouver. Rain start again tonight. If I have a $5,000 claim what assurance do I have that after my repairs this doesn’t happen again next week. The roof access is kept locked for safety. How often is a roof drain to be checked?

I wouldn’t have. Cleared that drain. If it revealed a leak I wouldn’t want to be on the hook for damage

Does the term "strata" mean flat roof? We call flat roofs either tar and bladder / commerical flat here in the states.
STRATA is Equivalent to H.O.A ( Home Owners Association ) in the United States.
