No the land still is not belonging to government but not to the farmers. Look farmers has no assurance because at any time government come & take the land from poor farmers & compensate them with what ever amount the government estimates. If the land is belonged to farmers the farmers would have been given opportunities to either sell the land or give it up for public interest like school, hospital etc. But if you see in Ethiopia farmers lose their land easily either by government or investor. So if the land is belonged to farmers , a full right & option need to be given to them. If farmers have a land in the center of Addis, the right to sell that land need to be on the hands of that individual farmer not on the hands of government. The farmer as far as he /she paid taxe , has a right to farm or make it a parking lot. But now what we see is that farmers always sell thier land ahead of city getting closer to them because farmers think they might eventually lose thier land to investors or government. So the land is not belong farmers still in Ethiopia
