@@chrisberry-jv5sn Say you are rated 100% and you are a diabetic. You didn't claim the diabetic issue as you didn't need it to get 100%. Your health worsens due to diabetes and you realize you might die from it. If you can tie it to service then you would want to claim it so your spouse gets continuing benefits should you pass away. I know a VSO who was in this exact situation and he filed and got it service connected to make sure his wife would get a check should he pass away, and of course the medical that goes with it.
You glossed over"new medical evidence' quickly. What are examples of 'new medical evidence'? Could an attending psychiatrist or psychologist's routine medical notes rise to the level of new evidence? How concerned stories I as a 68 year-old 100% Permanent and Total be?

There's a 5-year rule. I've never heard of a 20-year rule.
