If people are moving into the area and making improvements, that's a huge plus, because the future will be growing with quality people - more will follow. One problem in Mexico is over development and poor development, because there's little zoning activity and you'll build a million dollar house and have shacks built around you, etc.

In Mexico you often have a tank on the roof and fill it with water; then, when the pressure is low from city water you always have water from your tank. Some places the pipelines and infrastructure is old and unreliable, but a new area as shown here may have new infrastructure.
