My father's father emigrated from Zhongshan over a century ago. I visited last fall and started thinking about staying for a while. I think it will happen, I just don't know when.

Each time I go to China, it is straight to Zhongshan and find no need to go anywhere else.

As China is not actively looking for immigrants, becoming an expat is not that easy, pretty sure a city can't override national rules.
As H.K is nearby, a visa run would not be too hard though.

Many expats have stayed in China for long periods of time, some more than a decade. Don't think it's difficult to get the social visit visa. Or work visa, if you are actually working there. Expats are not looking for change of citizenship anyway.
