As for suggestion, gonna suggest again Equestria at War, mostly since they had a major update recently, which would could be up for your taste since you seem to like to roleplay as reforming country. The country in question is Kiria (scale covered chinise horses, their starting government resembling Qing dynasty), with you starting as a economical and technological pit, you must stabilize your nation with a danger of starting a nation wide civil war. Content is bing chilling, even might call it peak of hoi 4 in terms of quality

As a bulgarian Ive always seen bulgarias middle age history as very interesting, 3 bulgarian khans were at the verge of invading constantinople from the byzantines, but khan krum decided to sign a peace treaty taking eastern thrace from the byzantines, not the capital. Later Simeon the great was at the walls of constantinople, but he chose not to invade the city, later Samuel of Bulgaria was going to launch a campaign which was most likely going to succeed, but for an unknown reason he was killed in thessaloniki
