I love how they gave Jagi so much extra attention in this game tbh. It's just great how he's the favorite character of one of the two authors of HnK and ths most hated of the other.
Actually, 1 author put Jagi as his favourite and the other placed him at 3rd of his top 5 villains. It was the voice actor of Ken from the original anime who stated Jagi was his least favourite haha.
Well then again, Jagi was just a thug compared to the rest, probably didn't help that he was part of a gang before. I wish he had more fight in the original sources though.

Also has a strong belief that younglings cannot surpass their elders, hence why he hates Kenshiro so much, and hated him even more when he became successor instead of him or Raoh(he knows Toki should've been the successor too but knows as well Kenshiro was the most inexperienced).
