Because Germans like their privacy, and filming them without their consent is frowned upon. Some people just don't like to be filmed.
You know, like in "free to decide what happens to your own image" (which is actually a law in Germany, if you single out somebody in one of those walking videos - that means to keep them as the focus of the video or zoom on exactly them alone, without having their consent - you can actually be sued because you disregarded their "right of their own image")? You are allowed to film or take pictures of crowds as such, though - otherwise the whole video would be illegal as well.
PS: Ever wondered why there is nearly no Google street view in Germany? Same reason why people frown when they see they are being filmed without their consent.
