Zoya has not directed an iconic film like Deewaar which has scholarly books written about it and is among Time magazine’s greatest films of all time. Dharamputra, Waqt, Ittefaq, Deewaar, Kabhii Kabhie, etc are pathbreaking and iconic films. He succeeded in all genres.

Yash Chopra was a diverse director. He made a suspense thriller movie ,social issues movie , different romantic shades movie , action movie .
Manik babu (Ray) for me for the sheer range he possessed, from coming of age to social dramas to period dramas to detective mysteries to satire even fantasy films aimed primarily towards kids and adolescents. Even with his written works he was a wordsmith. Moharaja (of storytelling) indeed.
Then comes Raju Hirani for the comfort and warmth he provides through his very unique way of seeing the world.
And then Vikramaditya Motwane, love his work.

"Lootera" movie is one of the best movies , I have seen so far. I can't say exactly to what I should give full marks ( to the story based on the O. Henry's novel or the director Vikramaditya Motwane who directed it ) Climax of the movie is very touching (Hero of the movie get killed irrespective of holding a gun with no bullets in it @ 8 ) The End of Hero's life without anybody's Support.

Maruthanayagam the shelved movie was one of India's most anticipated movies and most expensive Indian movie of that time directed by Kamal. He has written many movies though which were blockbusters

Where is R.Balki, Nagaraj Manjule, Sooraj Barjatya, Ramesh Sippy? When Aditya Chopra was making DDLJ, the only director he consulted regarding his script was Sooraj Barjatya. Hum Aapke Hain Kaun, Sholay are the two most repeatedly watched Indian films. Sairat and Jhund are two of the best films in recent times.

It is a stupid game, even seemingly a Hobson's choice, but the best way is to decide on two things: 1) Artistic Excellence and 2) Entertainment value - and not audience-specific but Universal Entertainment value; what I mean is that for e.g. If I enjoy Dark Comedy than I will pick a director who does Dark Comedy well, but if most people don't get the Dark Comedy than actually it has less Universal Entertainment appeal. It shouldn't be culture-specific either, that only people who can relate to the specific culture can enjoy it, but it should be such that anyone can enjoy it with subtitles and not have to provide much context first.
Even with the above parameters, it may be a difficult choice, but there is some subjectivity.
As Satyajit Ray is the top pick (at least by Rick), none of the other directors on this list will object to his name. That is a safe choice.
