Yes, but also like you said, It was their first vcr gta so its very understandable. the rules werent perfect that’s why they kept updating the rules.
And if we notice.. not only the cops, there were times the gangsters got excited and went “overboard”. both sides made mistakes and learnt. That’s the beauty of streamer servers😄
