Its not true that the cop cannot let you go. It's totally at his discretion but they will not because every township has a target for revenue to be generated every month due to which you become their scapegoat. I was let go at least 3 times for various infractions. When you finally succeed in your life these incidents become fine memories to recollect :). Wish you all the best!!
