      You have misunderstood one fact. There used to be so called town rights (that´s why the American doesn´t understand why some places are called town and some not and they are able to call town a vilage) and those were:
      1) Right to have a fair (it used to be on the square or before around the road that sometime turned into square)
      2) Right to have own executor (to cut people or as a part of jurisdiction) - he usually lived in townwall fortress or outside the townwalls (Třeboň has "katovna" in townwalls, Český Krumlov next one bridge at Špičák)
      3) Right to brew beer for selling (everyone could brew own beer but only houses inside townwalls with this right could sell it)
      4) Mile right - to regulate the competition there was one mile around where noone could have the same.
      These rules were older than the time of Charles IV. There were some other right that were given separately as - for example - how many wagons of salt they can have and more but the 4 I wrote were basic. So with the mark "town" were given to the place those 4 rights.
      Best regards from Třeboň - town since 1379 and brewery from that same year - still working but now just in buildings from 1600-1603 - Bohemia Regent.

    i've been to České Budějovice a number of times now in the last couple of years and i really like it there. unfortunetly i'm not allowed to go anymore because it's illegal to cross the border for recreational purposes :/ :(
