It's expected to come out within a few months in the UK. Some people there already have it. With testing, it depends on what you're referring to. You could build a test site based in the US and targeting US content, for instance, but most of the correlation studies people have been doing indicate it's not super complicated, so instead I'd focus on making deep content on your site that aligns with question-based searches Overviews are more likely to display on. If you're curious if they'll run on a given query in the UK, run the same search from a virtual location in the US and see what pops, using it as competition content research.
