I think u should not take a risk. Last time my friend forgot her license at home but she got a Scotty on rent her luck was good entire trip no traffic police ask her to stop for checking her license. But my opinion is if u don't have license no problem u can get a other mode of transportation or u can hire car with tourist driver also and there are many buses which will drop u nearby beaches also.
